一、系统概述
V3.3 是 V19 认知治理协议的最高级架构版本，通过三维耦合引擎（空间冗余 × 时间调度 × 结构对齐）将内部自洽性校验、外部依赖控制、注意力均衡调度整合为单一状态机驱动的执行流。
